It's a Bob Dylan song called "Clothes Line Saga." The original recording can be found on Bob's "Basement Tapes" album from 1975. I have The Roches' performing it on a cassette of a show they did at The Horseshoe Tavern in Toronto in 1982 - let me know if you're interested in a copy (eviluncle@worldnet.att.net).
